UI Issues: 'Cookies' Banner Switches

Note - This bug report is based on my personal expected behavior for the relevant web elements. Your style guide may have had specified for them to have this behavior.

OBSERVED BEHAVIOR:
Browser - Mozilla Firefox 96.0.2 (64-bit)
1. When I click the disabled 'Necessary' switch in the cookie settings banner, I receive a browser pop-up, "Mandatory - can not be deselected. Necessary cookies help make a website usable by enabling basic functions like page navigation and access to secure areas of the website. The website cannot function properly without these cookies."
2. When the circle of any of the other three cookie switches is in the "off" position, I still have to click the "on" position to toggle .

EXPECTED BEHAVIOR:
1. No pop-up should appear. The 'Necessary' switch is disabled to indicate that it is inactive. A pop-up is excessive.
2. The on/off toggling should be controlled by clicking the circle on the switch, not by a static position indicating "on"

STEPS TO REPRODUCE:
Enter website for the first time on Firefox browser
Issue 1: Click the 'Necessary' switch. Results - Pop-up appears
Issue 2: Click both sides of each switch element besides 'Necessary'. Results - Only the "on" side is functional.
